TGNP yatoa madai ya Jumla katika Katiba Mpya

Mratibu wa Kitengo cha Habari na Mawasiliano wa TGNP, Bi. Lilian Liundi (kulia) akifafanua jambo kwa baadhi ya wahariri katika semina hiyo.
Katibu wa Jukwaa la Wahariri Tanzania (TEF), Nevilli Meena (kushoto) akijadiliana jambo na Mratibu wa Kitengo cha Habari na Mawasiliano wa TGNP, Bi. Lilian Liundi. Kulia ni mmoja wa maofisa wa TGNP kutoka kitengo cha Habari.

MTANDO wa Jinsia Tanzania (TGNP) umetoa maoni ya jumla ambayo wangependa yaingizwe kwenye mchakato wa uundwaji wa Katiba Mpya ya Tanzania. Maoni hayo yalitolewa na TGNP kwenye semina ya wahariri wa vyombo mbalimbali vya habari nchini. Akizungumza jana jijini Dar es Salaam katika semina hiyo, Mratibu wa Kitengo cha Habari na Mawasiliano wa TGNP, Bi. Lilian Liundi alisema madaraka katika muhimili wa utawala wa sasa ni makubwa hivyo kushauri yapunguzwe na kuwe na utengano kati ya mihimili mikuu mitatu ya nchi. 

Bi. Liundi pia ametaka uwepo wa uwiano sawa wa kijinsia (50/50) huku akitaka mawaziri wasiwe wabunge na uwepo wa utaratibu wa viongozi (wabunge, madiwani) kuwajibishwa katikati ya mihula tofauti na ilivyo sasa. Aidha mambo mengine ambayo Bi. Liundi ameyatoa kama changamoto na kushauri yaingizwe kwenye mchakato wa Katiba Mpya ni pamoja na kufutwa kwa adhabu, uwepo wa uhuru wa kupinga matokeo ya urais baada ya kutangazwa na ukomo wa uongozi wa wabunge, madiwani na serikali za mitaa. 

Amesema siasa za uliberali mamboleo zilizoletwa na mataifa ya nje katika nchi za kiafrika zimesababisha mtafaruku mkubwa katika siasa za kiafrika, hali ambayo imezua migomo na mapambano dhidi ya uporaji wa rasilimali, ubinafsishaji wa huduma za afya na kuzifanya kama bidhaa na uporaji mkubwa wa ardhi na madini. “Harakati hizi zimesababisha makundi ya kijamii, vyama vya siasa na wanaharakati kuanza kudai mabadiliko ya katiba katika nchi zao. Mfano mzuri ni nchini Kenya 2007,” alisema. 

Pamoja na hayo alisema licha ya mchango mkubwa unaotolewa na wanawake nchini Tanzania bado hakuna fursa sawa kimgawanyo wa masuala mbalimbali. Asilimia 80 ya nguvu kazi vijijini ni wanawake na asilimia 60 yao ni wazalishaji wa chakula. Wanawake ambao hawana ajira ni asilimia 40.3 (2006) ukilinganisha na wanaume ambao walikuwa asilimia 19.2 ( 2006), asilimia 66 ya wanawake wanafanya kazi zisizokuwa na kipato (kazi za huduma)… asilimia 39.5 ya wanawake hawajasoma ukilinganisha na asilimia 25.3 ya wanaume…,” 

Awali akitoa mada katika semina hiyo ya wahariri, Mkurugenzi Mtendaji wa TGNP, Usu Mallya alisema licha ya uwepo wa maendeleo kwa kiasi fulani ukilinganisha na miaka ya nyuma, bado kuna mifumo kandamizi inayoikabili jamii ya kipato cha chini. Alisema maendeleo ya huduma za jamii katika maeneo mbalimbali kwa kiasi kikubwa yanawanufaisha zaidi wenye nacho (matajiri) na si masikini. “Huduma za jamii zimeongezeka ndiyo lakini wanaonufaika zaidi na huduma hizo ni wachache…ukiangalia utaona Serikali inawajibika zaidi kwa wafadhili na si wananchi wake…,” alisema Bi. Mallya. Alioneza kwa sasa hata tabaka la wasionacho na walionacho ni kubwa ukilinganisha na miaka ya nyuma huku jukumu la kuihudumia jamii likirudi kwa familia zenyewe (majumbani) na si Serikali walioiweka madarakani kuwahudumia wananchi wake.

Spika: Mawaziri msiwachukie wabunge

SPIKA wa Bunge la Jamhuri ya Muungano, Anne Makinda, amewapoza mawaziri kutokana na mashambulizi yaliyowakabili katika mkutano wa Bunge ulioahirishwa juzi akiwataka wasijenge chuki na uhasama dhidi ya wakosoaji.

Aidha, uelewa mdogo wa kanuni umeendelea kulisumbua Bunge, hali ambayo Makinda juzi katika kuahirisha mkutano wa saba wa Bunge, aliwataka wabunge kusoma na kukariri kanuni hizo.

Akizungumzia nafasi ya wabunge na namna walivyoshambulia mawaziri kadhaa, Makinda alisema yaliyosemwa ni kwa nia njema na hayapaswi kuwa kiini cha chuki na uhasama.

Aliwataka mawaziri kutambua, kwamba wana dhamana na lengo la wabunge ni kuhakikisha viongozi hao wanafanya vizuri katika utendaji wao. Alisema wachangiaji wengi wanapotoa hoja zikiwamo za shutuma, dukuduku lao huishia bungeni.

“Yaliyojadiliwa yote ni kwa nia njema. Isiwe kiini cha chuki na uhasama. Msibebe chuki ndani ya roho zenu. Msichukue hasira mpaka mkapasuka mifupa. Mnaambiwa namna ya kufanya kazi vizuri. Mkichukulia kwamba ni uadui, mtapata shida,” alisema Makinda na kusisitiza juu ya dhana nzima ya cheo ni dhamana kwa kuongeza: “Kama husemwi wamseme nani na wewe ni Waziri?”

Akizungumzia umuhimu wa wabunge kuelewa kanuni, Makinda alitoa mfano kwamba wapo wabunge waliompelekea barua wakitaka iundwe Kamati Teule licha ya kwamba kanuni ziko wazi juu ya suala hilo.

Alisema Kiti cha Spika lazima kibebe lawama kutokana na wakati mwingine kulazimika kutolea uamuzi wa masuala ambayo baadhi hawaridhiki nayo, ikiwa ni pamoja na kulazimika kuchagua watu wachache wa kuchangia hoja kutokana na idadi kubwa ya wabunge wanaojitokeza.

Wakati huo huo, alivitaka vyombo vya habari kufanya utafiti kabla ya kuandika masuala mbalimbali akivitaka visishiriki katika ushabiki unaojitokeza ndani ya Bunge, badala yake, vijikite kuchunguza.

Kauli ya Spika kuwaasa wabunge kutochukulia hasira yanayosemwa bungeni, imekuja baada ya kujitokeza msuguano mkali baina ya wabunge na mawaziri kadhaa, ambao walitakiwa kujiuzulu hali iliyosababisha kuwasilisha taarifa ya nia ya kupiga kura ya kutomwamini Waziri Mkuu, Mizengo Pinda.

Waziri wa Maliasili na Utalii, Ezekiel Maige, ni miongoni mwa mawaziri hao ambaye juzi katika kujitetea dhidi ya kuhusishwa na kashfa ya ufisadi katika ugawaji vitalu vya uwindaji, aliishutumu Kamati ya Kudumu ya Bunge ya Ardhi, Maliasili na Mazingira, kuwa haikumtendea haki.

Aliilalamikia Kamati hiyo inayoongozwa na Mbunge wa Kahama, James Lembeli (CCM), kwamba haikumshirikisha wala kumpa nafasi ya kujibu tuhuma ilizozitoa juzi bungeni dhidi yake huku akisema “Mungu yupo”.

Mwenyekiti wa Kamati hiyo, Lembeli, alimjibu Maige akimtaka ajibu hoja badala ya kuzungumzia mchakato. Lembeli aliliambia Bunge, kwamba Kamati ilifanya kazi kwa mujibu wa kanuni na yote yaliyo katika taarifa yake, ni ya kweli.

“Nimtoe hofu Maige, kwamba Mungu ni mmoja, yupo kwa ajili ya watu wote na kazi yake ni kusimamia haki... yako mengi ambayo hatukuyasema. Kamati inasimamia wizara tatu. Kati ya hizo, wizara inayoipa shida ni ya Maliasili. Imejaa watendaji walio na jeuri. Na pengine ndiyo maana hata Maige hajapata taarifa ya Kamati yetu,” alisema Lembeli.

Taarifa ya Kamati ilihusu uchunguzi kuhusu utaratibu uliotumika katika kukamata na kusafirisha twiga wawili nchi za nje na utaratibu uliotumika kugawa vitalu vya uwindaji wa kitallii kwa msimu wa 2013-2018.

Naye Halima Mlacha anaripoti kuwa Chama cha Wananchi (CUF) kimesema kiko kwenye mchakato wa kuzungumza na vyama vingine vya upinzani vya siasa, ili kufanya maandamano makubwa nchi nzima kumshinikiza Rais Jakaya Kikwete awachukulie hatua mawaziri waliotuhumiwa kuhusika na ubadhirifu bungeni.

Pia chama hicho kimemshauri Waziri Mkuu Mizengo Pinda ajiuzulu kutokana na kutopatiwa nyenzo za kushughulikia sakata hilo na Rais Kikwete.

Akizungumza na waandishi wa habari Dar es Salaam jana, Profesa Lipumba, alisema amekuwa akipokea ujumbe mfupi kutoka kwa wanachama mbalimbali wa chama hicho wakitaka yafanyike maandamano kushinikiza hatua zichukuliwe dhidi ya mawaziri hao.

“Kwanza napenda kumpongeza Mkaguzi na Mdhibiti Mkuu wa Hesabu za Serikali (CAG) kwa kufanikisha kutoa ripoti iliyofichua ubadhirifu na wizi wa fedha za umma lakini pia nimesikitishwa na kushindwa kuchukuliwa hatua dhidi ya mawaziri waliotuhumiwa,” alisema Lipumba.

Alisema kwa sasa kinachohitajika ni kwa Serikali kuwajibika katika masuala yanayoibuliwa ya ubadhirifu wa fedha za umma. “Hili sakata la juzi bungeni limeonyesha wazi kuwa mawaziri wanahitaji kuwajibika lakini hakuna hatua zozote zilizochukuliwa.”

Alisema kuwajibika kwa mawaziri hao kuko mikononi mwa Rais Kikwete ambaye hata hivyo alishindwa kumpatia nyezo Waziri Mkuu za kuwawawajibisha wale wote waliotuhumiwa bungeni kuhusika na ubadhirifu na wizi wa fedha za Serikali.

“Ndio maana tunamshauri Pinda ajiuzulu yeye kwa kuwa yeye ndio msimamizi mkuu wa mawaziri wengine wanapoharibu anapaswa kuwachukulia hatua lakini hana nyenzo za kufanya hivyo,” alisisitiza.

Mawaziri hao ni Waziri wa Fedha Mustafa Mkulo, Waziri wa Afya na Ustawi wa Jamii, Dk. Hadji Mponda, Waziri wa Viwanda na Biashara, Dk. Cyril Chami na Naibu wake, Lazaro Nyalandu.

Mawaziri wengine wanaohusishwa na ubadhirifu huo ni Waziri wa Kilimo, Chakula na Ushirika Dk. Jumanne Maghembe, Waziri wa Nishati na Madini, William Ngeleja, Waziri wa Nchi Tawala za Mikoa na Serikali za Mitaa, George Mkuchika na Waziri wa Maliasili na Utalii Ezekiel Maige.

Tanzania Gender Networking Programme (TGNP) is a non-governmental organisation which advocates for a transformed Tanzanian society where there is gender equality, equity and social justice. The overall objective is building a transformative feminist social movement that is grounded in grassroots activism and the growth process capable of engaging, challenging and claiming changes in policies, institutional structures and processes at all levels for social transformation and women’s empowerment. TGNP’s main strategies are catalyzing transformative feminist action research and analysis, collective organizing and movement building, policy analysis and engagement, information, knowledge generation and dissemination, and resource mobilization for sustainability.

1. Administrative Officer (2 positions)

Responsibilities: Has overall responsibilities of providing management and administrative support to the Executive Director and the organization.


Key Qualifications and experience:
§ A minimum of Bachelor’s Degree in Administration/ Human Resources Management with relevant working experience of one year or above

Key Competencies:
§ Strong written and verbal communication skills with a keen sense of attention to detail.
§ Multi-tasking abilities coupled with a positive attitude and discretion is essential.
§ Financial literacy especially in budgeting and expenditure monitoring.

2. Systems Administrator and Data Management

Responsibilities: Has overall responsibilities of providing technical support to all Programmes on strategic use of ICTs for facilitating programme implementation and movement building. Have also responsibilities for overseeing maintenance of the TGNP hardware and software to keep the internal and external networks and all computer workstations operational with minimum disruption to the flow of work.

Key Qualifications and experience:
· Bachelor degree in Computer Science, Computer Engineering or Information Technology
Or equivalent from recognized institution
· Minimum of five years relevant working experience.

Key Competencies:
· Competency in programming skills especially with PHP and JavaScript
· Knowledge in Relational database management systems especially My SQL and MS SQL server is required
· Knowledge in Servers administration including windows server 2008 and mail exchange server 2010

3. Assistant Accountants (2)

Responsibilities: Has overall responsibilities of accounts book keeping, management of organizations own income, Preparation of periodic reports, monitoring income and expenditures, pre- audit and maintenance of debtors and creditors.

Key Qualifications and experience:
· Minimum of Bachelor’s Degree in Accountancy/ Finance or equivalent from a recognized institution
· At least three years working experiences;

Key Competencies:
· Knowledge of/and application of accounting packages.
· Ability to prepare reports and budget.

4. Procurement/Logistics Officer

Responsibilities: Has overall responsibilities of providing support to other TGNP Organizations by carrying out procurement and logistics functions using procurement procedures in order to improve the organization’s performance.

Key Qualifications and experience:
· Bachelor’s Degree in Procurement or Materials Management or equivalent.
· Holder of CPSP (T) an added advantage.
· Registered with the Procurement and Supplies, Procurement and Supplies Professionals and Technicians Board (PSPTB).
· Minimum of Three (3) years of working experience in the field of Procurement and Logistics.

Key Competencies:
· Ability to plan, organize and control the procurement activities and overall objectives of the organization.
· Ability to apply scientific and procurement principles to solve procurement professional problems and advice the organization accordingly.
· Tact and diplomacy to express procurement matters.
· Ability to prepare reports, tender documents and budget.

5. Stores Officer
Responsibilities: Has overall responsibilities of coordinating stock, documenting stores transactions, maintaining records and overseeing proper storage of goods in the store. He/she is also a custodian of stores with roles of facilitating understanding of procurement procedures that attract competition, transparency and value for money as per PP Act and TGNP procurement policy

Key Qualifications and experience:
· Diploma in Procurement and Supplies Management.
· Minimum of 2 years relevant experience in a busy organization.

Key Competencies:
· Knowledge of national regulations relating to procurement.
· Good communication skills with ability to perform simple mathematical calculations.
· Ability to follow oral and written instructions.
· Computer literacy.
· Team work spirit.
· Honesty and integrity.

6. Senior Research Analyst

Responsibilities: Has overall responsibilities of supporting and conducting transformative feminist analysis and research, including participatory action research which is grounded locally and enhancing analysis and research capacities of the organization overall and partner organizations. Contributes to the advancement of advocacy and activism, transformative feminist theory and movement building campaign.

Key Qualifications and experience:
· MA in Social Sciences with substantive analysis and research experience in feminist/gender relevant areas.
· Minimum of 3 years work experience in gender/feminist analysis and research, activism and advocacy, including experience in activist organizations/networks.

Key Competencies:
· Strong analytical, research writing and statistical skills.
· Knowledge of policy/budget framework.
· Knowledge of gender/feminist theory & methodology.
· Knowledge of participatory action research (animation) philosophy and methodology.

7. Senior Publications officer

Responsibilities: Has overall responsibilities for provision of technical expertise for the implementation of publications production, dissemination, marketing, and documentation.

Key Qualifications and experience:
· Masters Degree in Social Sciences with specialization in information communication/media/Publishing or equivalent.
· At least 3 years experience in creative writing, editing, translation, publishing and marketing.

Key Competencies:
· Ability to write and edit a wide range of materials, for a variety of target audiences.
· Highly organized, detail-oriented and team-player who has the ability to manage outsourced work.
· Advanced knowledge of desktop publishing & creative designing and productions of information related products.
· Demonstrable excellent verbal and written communications skills.

8. Communication Specialists

Responsibilities: Has overall responsibilities of coordinating engagement with both mainstream and alternative media (online social media and infotainments).

Key Qualifications and experience:
· Bachelor’s Degree in Social Sciences with specialization in Mass Communication /Journalism /Information or equivalent
· A Minimum of two (2) years working experience in Journalism/Communication.

  • Communication and public speaking

· Experience in writing radio scripts and producing Radio and TV programs

9. Library and information services Officer

Responsibilities: Has overall responsibilities for effective management of library services by ensuring proper use and access to information to facilitate Transformative Feminist Movement Building (TFMB) and other gender, development and democracy issues.


Key Qualifications and experience:
  • Bachelors Degree in Library/Document & information Science/ Records and Archives Management from recognized institution.
  • Minimum of 3 years working experience in information management & service delivery.

Key Competencies:
  • Competence in database management systems, computerized library management systems, computerized document management systems, content management systems for website and other knowledge management systems.
  • Ability to develop and implement Library and Information policies and procedures.
  • Ability to develop and manage convenient, accessible library information services.
